While serving as Yang Di-Pertua Negeri Melaka, Tun Syed Zahiruddin really emphasize Malacca state development in the aspect of economics, politics and social.

As a state leader, Tun Syed Zahiruddin does not miss attending State Government or Federal Government official ceremonies. His duty is to attend the Royal Ceremony and opening public activities. For example, he attends the meeting of the122 kings's council at Penang on 27th and 28th September 1978, opening Sekolah Menengah Kebangsaan Seri Mahkota on 23rd July 1983 in Umbai and much more.
