a) Administration
Tun Mohd Khalil has participated in Administration and Diplomatic services and begans his diplomatic career with Wisma Putra in year 1963. For over next 12 years, Tun was posted as diplomats to Italy, Morocco, Singapore and Indonesia. He also has taken courses in Indonesia National Defense Council (LemHanas) in year 1974. Then he completed his overseas services and was appointed as Manager of Lembaga Kemajuan Wilayah Jengka, Pahang, from 1976 to 1978.
b) Politics
Tun Mohd Khalil is an outstanding politician. He has fought in General Election 1978 for Bukit Ibam's State Legislative Assembly seat (in Pekan Parliamentary division). At that time, he was the UMNO Pekan Division Chief.
In General Election 1982, he contested and won the Maran Parliamentary seat. From 1982 to 1983, Tun has been designated as Deputy Education Minister and from 1984 till 1986 he has been designated as Minister in Prime Minister's Department.
In year 1983, he was selected as UMNO Supreme Council's Member (till 1999). He was elected as UMNO Chief of Maran Section in party election 1986 and holds that position up to year 1995. During state government formation and after winning the Bukit Tajau's State Legislative Assembly seat in General Election 1986, Tun was appointed as Chief Minister of Pahang. He also holds the position of Chairman of Pahang State UMNO’s Communications Body. In General Election 1995, he contested for Lepar's State Legislative Assembly seat (in Parlimen Paya Besar division) and won comfortably before he was reappointed as Chief Minister of Pahang. In party post election 1995, he was chosen as UMNO Paya Besar Division Chief.
Under his leadership as Chief Minister, Tun had brought successes and development towards Pahang state. His successes were to grant confidence to the foreign investor to invest in Pahang state and his role as mover in petrochemical industry at Gebeng's industrial division. As for the rural community, his leadership had brought development to them in terms of basic infrastructure statewide. Basic amenities such as road, water supply and electric with business liberty and factory facility was to enhance citizen's income through economic activity.
After holding the position of Chief Minister of Pahang for 13 years, Tun resigned to be appointed as Senator and further as Information Minister on May 1999 and moved to Angkasapuri, Kuala Lumpur. The appointment is announced simultaneously with his appointment as UMNO's Secretary-General.
In General Election 1999, Tun contested for Kuantan Parliamentary seat and won with majority of 7,361 votes. Without holding any senior position at divisional level, he created history as only UMNO's Secretary-General to do so.
